Forum alleges

ITANAGAR, Jun 22: The Ziro-II Anticorruption Youth Forum has alleged the Executive Engineer PWD Division Yazali, of mismanaging a major chunk of area’s infrastructure development fund released during December 2011 to March 2012.

The forum alleged that the division has made payment to some 184 contractors, majority of whom received bill amount without any work depriving the genuine contractors who had completed the construction works of road from Job to Silsengo, Mengio to Yazali, 20 km BRTF road to Tayo village.

“Now the Executive Engineer and his junior staff are voluntarily seeking transfer from the Yazali Division to avoid public pressure,” the Forum said and demanded the authorities concerned not to grant their transfer plea before conducting a thorough investigation into the alleged fund mismanagement within a month.

Failing to take action against the erring officers/officials after investigation would compel the Forum to launch democratic movement in the form of hunger strike, bandh call, the release threatened.

 

DPO visits border villages

Seppa, Jun 22: Vijay Sonam, DPO Seppa visited Chayang Tajo, Tamak Sulung and Laching Bagang and inspected the projects being implemented under SPA, NEC, BADP etc. from June 17 to 19.

During the tour, he also inspected various offices and school buildings taken up under centrally sponsored schemes at the circle headquarters and the villages.

The tour report would be submitted to East Kameng Deputy Commissioner.

The team along with the villagers and the GBs conducted survey for construction of road for two-wheelers under BADP from Laching Bagang to Tamak Sulung.

The DPO was accompanied by Dahey Sangno, CO-cum BDO Chayang Tajo, Niya Dodum EO (RE), Kusuk Puriok, RFO. DIPRO

 

Ering inspects developmental works

PASIGHAT, Jun 22: Member of Parliament Ninong Ering along with former minister Lombo Tayeng  and ADC Oti Dai visited Mer, Gadum and Namsing villages yesterday and inspected the developmental schemes undertaken by the departments.

While interacting with the villagers, Ering said that despite financial crunch in the Centre and the state, the various developmental programmes undertaken by the UPA government is helping the poor, especially SC, ST and OBCs. Regarding road condition throughout the state, the MP sought support and coordination from all to develop it. He emphasized on maintaining quality work by the executing agencies.

The MP sanctioned Rs. Seven lakh for a community hall at Namsing, Rs. Five lakh for construction of a gate and flood protection works at Gadum and Rs. 10 lakh for flood protection at Mer village.  The RWD and PWD officers accompanied the MP. DIPRO

 

AdiSU reiterates

ITANAGAR, Jun 22: In a partial rectification to yesterday’s news item “AdiSU demands proper RR policy for hydro project affected people” AdiSU today said that it appealed to the chief minister for scraping of 2700mw Lower Siang Hydro Project and called for suspension of all the HEPs till the demands of AdiSu are incorporated into the MoUs and MoAs of all the HEPs in Siang basin.

AdiSU is not anti development or anti dam but when majority of the people likely to be affected by such proposed HEPs are against building of dams in the area, the AdiSU shall support such democratic movement, it added.

 

Union gets support

ITANAGAR, Jun 22: District Border Students’ Union (DBSU) of various districts of Arunachal Pradesh have come out in support of the 24 hrs state wide bandh call from June 26 by All Arunachal Pradesh Border Students’ Union (AAPBSU).

The Union is calling a bandh to press for their ten point demands which include stepping up of security along the border.

It said that there are boundary problems which need to be sorted out.

 

Association seeks action against miscreants

ITANAGAR, Jun 22:  All Arunachal Pradesh Abotani Nibu (Priest) Welfare Association today sought action against the miscreants who allegedly destroyed the houses of its members at Jammi Jate here on April 4 last. It lamented that despite repeated complaints against the miscreants no action has been taken so far.

 

Make use of the training prog: Pema

TAWANG, Jun 22:  Attending the valedictory function of the three days ‘District Level Training Programme on Panchayat Mahila Evam Yuva Shakti Abiyan (PMEYSA) here, RWD & Tourism Minister Pema Khandu today exhorted the Panchayat leaders particularly the youth and the women to make best use of the knowledge gained in the training for development in grassroot level.

“Development of society is above petty politics and the youth should be the torch bearer in bringing about this radical change”,  said Pema.

“Our women-folk had long been the home makers and now they have stepped off the threshold of home to shape the society as Panchayat leaders, which undoubtedly is a giant leap in the process of our society’s development”, expressed Pema acknowledging the role of women Panchayat Raj leaders.

He felicitated the trainees on successful completion of the training and gave away certificates of participation to all the trainees in presence of Parliamentary Secretary Art & Culture Tsewang Dhondup, Deputy Commissioner Kemo Lollen, ADC Lobsang Phunchu, Course Director Dr N. Rahul Gandhi birthday

ITANAGAR, Jun 22: The 42nd birth anniversary celebration of Congress General Secretary Rahul Gandhi continues.

National Students Union of India, Upper Subansiri district unit and 24th Daporijo assembly Youth Congress members celebrated the birthday by distributing fruits to the patients of district hospital.

The members of 23rd Taliha assembly Youth Congress distributed pen and notebooks to Govt Middle school Menga, Bogne and Taliha Higher Secondary school to mark the birthday of Rahul.

Birthday of Rahul was celebrated by Assembly Youth Congress of 18th Palin assembly segment. The members distributed fruits and soft drink to patients of Palin CHC.

The 26th Dumporijo constituency Assembly Youth Congress (AYC) led by its president Tapi Nguki   distributed umbrella and cloths to the old men and women  of Belo, Kupurijo, Lenyi and Lida  villages near the Dumporijo township   as part of the celebration on June 19. The AYC members also donated 10 blackboards to Govt school, Lida on the occasion.

 

Dorjee Khandu Memorial State Open Badminton Championship

ITANAGAR, Jun 22: The annual state level badminton championship of Arunachal State Badminton Association would be organized as “Dorjee Khandu Memorial State Open Badminton Championship” from August 20 to 25 next.  It was decided in an executive committee meeting of ASBA here today, according to an ASBA release.

The tournament would be held for U-15 and U-19 Boys and Girls Singles and Doubles events (Inter-district), U-13, U-15, and U-19 Boys and Girls singles and doubles, Senior Men’s and Women’s Open Singles and Doubles, Sub-Veteran (35+) and Veteran (45+).

An organizing committee headed by Tame Passang as Chairman has been constituted for smooth conduct of the tournament.

 

Appeal to defer bandh call

ITANAGAR, Jun 22: The organizing committee of Gora Tamar Memorial Football Tournament and All Arunachal Pradesh Football Players’ Association (APFPA) have appealed to the June 26 bandh callers to defer the proposed bandh call for smooth conduct of the state level tournament.

The organizing committee would be left with no other options than to postpone the tournament, if the bandh call is not deferred as the bandh coincided with the opening ceremony of the tournament on June 26. Further, the bandh would cause great inconvenience to over 600 football players who would be arriving here from different parts of the state on that day to participate in the tournament, APFPA general secretary Kipa Ajay said.

The first ever state level club football championship is scheduled to begin at Rajiv Gandhi stadium, Naharlagun from June 26. So far, 24 teams from various districts have confirmed their participation, Kipa added.

 

DA declares bandh as illegal

ITANAGAR, Jun 22: District Magistrate Capital Complex in-charge Bokar Basar has declared the proposed 24 hrs bandh call on June 26 by All Arunachal Pradesh Border Students’ Union as illegal within territorial jurisdiction of Itanagar Capital Complex.

The magistrate directed bandh callers to abstain from any act that may affect right, liberty, safety and security of common citizens or may disturb public peace and tranquility.

The magistrate warned that any damage to public and private property during the bandh period shall be recovered from the bandh callers.

The magistrate also asked the SP, Itanagar to take all necessary steps to ensure that no bandh takes place on June 26.

 

DC eases payment of govt revenue

ITANAGAR, June 22: In order to mitigate the inconvenience of revenue payers, the Deputy Commissioner, Papum Pare district Pige Ligu directed  the  link banks for government transactions  the State Bank of India, Naharlagun and Itanagar branches to accept payment of government revenue against prescribed challan duly signed by the concerned departmental officers directly without intervention of the concerned treasury officers with immediate effect.

Ligu further said that the banks shall be provided with specimen signatures of the concerned departmental officers so as to enable them to ensure authenticity of the signature.

The treasury challan without signature of any departmental officers shall continue to be routed through the treasury office and in case of any doubt, the matter may be referred to the concerned treasury officer for clarification, he added.

 

Partial medication on portfolios

ITANAGAR, Jun 22:  In a partial modification in the portfolios of Parliamentary Secretaries, Chief Minister Nabam Tuki has awarded the newly inducted 25th Parliamentary Secretary Phurpa Tsering the Department of Science & Technology attached to the Minister concerned.

Apart from Phurpa Tsering, Punji Mara got the Panchayati Raj in addition to his earlier portfolio of Rural Development attached to the concern minister. While Changlang North MLA Tinghap Taiju got the additional portfolio of Research & Protocol in addition to his earlier department of WRD, attached to the concern minister, J K Pangeng got the additional charge of Parliamentary Secretary Education in addition to his previous post of Law, Legislative and Judicial attached to the minister concern.

The orders were issued yesterday by the chief secretary after being approved by CM.

 

Chayang Tajo reels under darkness

ITANAGAR, Jun 22:  The picturesque town of Chayang Tajo, a sub-divisional office headquarters in East Kameng district is reportedly reeling under darkness since last April.

This was said by Chayang Tajo Township Planning and Development Committee in its representation to the Chief Engineer Electrical Western Zone today. The committee informed that  due to non-supply of HSD oil from the agency to 125 KVA, the DG set has been forced to shut down. The committee appealed to the concern authority to release letter of credit (LOC) to pay the oil bill to ensure uninterrupted power supply.

 

Association bans selling of wild meat

ITANAGAR, Jun 22: The Pasighat Bazar Association has banned selling of wild meat in the markets. A notice to this effect was issued today by the association after receiving an order from the Department of Wildlife & Bio-diversity.    

Violators of this order will face an imprisonment of 7 years in jail or fine of Rs. 2 lacs.

It is expected that hunting and open selling of wild animal meat in the market will go down with this ban order.  

 

Govt introduces innovative scheme to identify meritorious students

Naharlagun, Jun 22: The State Government has introduced an innovative scheme to improve the quality of education in the state through State Merit scholarship examination to be conducted by the Directorate of Secondary Education every year. The Government through this examination  would identify the meritorious Arunachal Scheduled Tribe students and award  financial incentive in the form of scholarship for better pursuance of quality education.

The students of Govt. or Govt. aided/unaided private schools, who have secured 60%  marks in aggregate or above in their class 8th examination and reading in class IX, are  eligible to sit in this year’s examination. The last date for submission of application form for this year’s examination is 10th September 2012. Other details of the examination and eligibility conditions can be obtained from the Directorate of Secondary Education, Itanagar. PRO

Hoping for a change

UN Secretary-General Ban Ki-moon said he was optimistic about a path-breaking deal at the United Nations Conference on Sustainable Development after intensive and protracted informal negotiations on how to accelerate the implementation of sustainable development, 191 countries reached agreement.

More than 40,000 people including parliamentarians, UN officials, chief executive officers and civil society leaders  are attending Rio+20 from 20-22 June. The event follows on from the Earth Summit in 1992, also held in Rio de Janeiro, during which countries adopted Agenda 21 – a blueprint to rethink economic growth, advance social equity and ensure environmental protection.

Rio+20’s outcome document, entitled “The Future We Want include beginning the process to establish sustainable development goals; detailing how the green economy can be used as a tool to achieve sustainable development; strengthening the UN Environment Programme (UNEP); promoting corporate sustainability reporting measures; taking steps to go beyond gross domestic product to assess the well-being of a country; developing a strategy for sustainable development financing; and, adopting a framework for tackling sustainable consumption and production.

It also focuses on improving gender equity; recognizing the importance of voluntary commitments on sustainable development; and stressing the need to engage civil society and incorporate science into policy; among other points.

In addition to the outcome document, there have been nearly 500 voluntary commitments on sustainable development activities by civil society groups, businesses, governments and universities.

However it is for all to see that since the Earth Summit twenty years ago progress has been rather slow.

One can only hope that world community find solutions, to develop new policies to promote global prosperity, reduce poverty and advance social equity and environmental protection.

Stolen childhood and nuclear power

Dear Editor,

This is in response to the editorial titled "The snatched childhood"(June 22).

The news of as many as 1.7 million children working in the beedi-making industry of India should act enough to hang the heads of all Indians in shame. However, this plight of the vulnerable children community remain the most common sight in "nuclear-powered" India marching towards "glory" and "fame"!

Metro Railway is one of the instrument which get projected by the "educated urban elite" and political fraternity to  "prove" India's "progress"! I vividly remember a photograph which regularly haunts my conscience. The photograph got published in a daily along with the report covering the inaugural run of the New Delhi Metro. While the "progressive" Indians, fully assured of food-attire-shelter-medicine and all other essentials-comforts-luxuries of life, went gaga over another "bright" feather in India's "colourful" cap; the photograph showed two innocent vulnerable kids, bare-footed and wearing tattered clothes, coming out from the well-furnished  Metro station premises with humiliated eyes filled up with tears after being  evicted from the premises. Again while commuting in the Metro Railway network of  Kolkata, the sight of little boys and girls(who would have been in school at that time had our  society been an ideal one); begging, aimlessly roaming or lying on the hard floor of Dum Dum(one of the terminating stations); is really heart-rending. Not only do these Little Gods get deprived from basic amenities of life, including education; just imagine the magnitude of talent and potential that are getting  scandalously wasted in this fashion! Yet, the "patriotic" Indians boast about the "Right to Education" prevailing in this country!

A society gets judged by the way it treats its children. Unless we learn to appreciate the fact that not IT Revolution, Sensex, Buddha Racing track, Agni missile, Commonwealth Games or the "century of centuries" by the "God of Cricket", but the common Indians form the real India; the unfortunate lot, practically deprived from all norms of education-security-dignity, will continue to remain the worst victim in our society.

Make use of the central NRHM fund

Dear Editor,

I write this letter to draw the attention of the chief minister of Arunachal Pradesh as the matters needs urgent attention because you are heading the popular government known as people friendly government and employment opportunity of doctors in Arunachal Pradesh are being snatched away by government itself.

There are 68 medical officer posts lying vacant in  National Rural Health Mission( NRHM), since February 2012 and funds for salary of said post are continuously coming from centre and for the year 2012-2013 are also been  approved by the central government.

All these months, we the unemployed doctors have been blaming the mission director NRHM  for not recruiting doctors in NRHM for no fault of theirs. Now the question is, why the  government has stopped the recruitment of doctors in NRHM where as fund for above mention posts is provided by the central government.

NRHM not only provides employment but also provides service to the people of remotest areas of state.

There are more than 100 allopathic doctors, more than 60 AYUSH doctors and more than 40 dental surgeons who are unemployed.

Is the government going to provide employment to these highly educated doctors and their ever growing  number in the state service? If not why the people friendly government has stopped the recruitment of doctors in these centrally assisted scheme also ?

I ,on behalf of unemployed doctor,  would like to request  the Chief Minister and  Health Minister to take up urgent steps in revoking the order which has not only hurt the sentiment of unemployed doctors but also has  gone beyond the logic of human being.

Your early and kind intervention in these serious matters is urgently needed.

We are delighted with right decision

Dear Editor,

The members of the Apatani Career Guidance Forum (ACGF) are delighted with the decision to start the functioning of the proposed Indira Gandhi Technical and Medical Science University at Ziro which would be inaugurated by Chief Minister Nabam Tuki on July 6 coinciding with the Dree festival of the Apatani. It is hoped the university under private public partnership will help the students pursue higher studies in medical and technical subjects in their own state. The ACGF members also express happiness over the enthusiastic support of the  Nabam Tuki led Govt and  the tremendous efforts of  MLA cum parliamentary secretary Padi Richo for development of educational sector in the Ziro valley.

I, on behalf of the Forum,  also express sincere appreciation to Dr P R Trivedi, Chancellor of the University for taking keen interest in establishment of university and hope that under his able guidance the university will produce brilliant students to serve the nation. The University director A K Das also deserves appreciation for his painstaking efforts in formulating plan for  the university. We also appreciate the decision of the Hong village  for donation of required land for the university.

Agitation and action

Dear Editor,

I would like to write something about bandh call. Many qualified and well known readers have criticized bandh call.

They consider that bandh calls are not the way to solve any problem or issue. But, the thing is without any such agitation the govt doesn’t pay attention towards public interest.

When PPWC called its 3rd phase 72 hrs Pasighat bandh, the local MLA and concern department has started taking a step to solve Pasighat power crisis by appointing high powered committee within 3 months.

Were they waiting of such agitation?

I am not in favour of encouraging such bandh call which is baseless but I think present situation of Pasighat is best example to show why Bandh call is important.

What’s the motive?

Dear Editor,

Day before yesterday the result for written examination of J.E (P.W.D) was declared. Why it has taken near about a year to declare the result and if the department has declared the result why it is not made public through all the top leading newspapers of Arunachal Pradesh?

Why only the roll numbers of the candidates are displayed on the notice board instead of full names?

Numbers of advertised vacancy were only ten each for handicap and general Quota.

Now my question is how many of them will be recruited for vacant posts? If you had 24 posts why didn't you advertise for that number of posts?

What is the motive behind this?

Stop collection of admission fees

Dear Editor,

Collection of admission fees from the students by the authority of Govt Middle School, D-sector Naharlagun is against the spirit of compulsory and free education to every child in the age group of 6-14 years under the Right to Education Act.

The poor parents are now unable to manage the school admission fees of Rs 550 (old students) and Rs 650 (new students) being charged by the school authority with violation of RTE Act.

Therefore, I humbly request the Education Minister, particularly  the education department and DDSE to direct the school authority to stop collection of admission fees and return back the collected amount to the students.

Stop the bandhs

Dear Editor,

It is a good sign that the people of Arunachal pradesh are awakening from slumber to fight against corruption and so on. But methodology which they are adopting, "bandh call" per se, to draw attention of government is causing inconvenience to their own people.

We the unemployed graduates of the state are the major sufferer especially when the proposed 'bandh call’ dates coincide with the recruitment examination dates.

To our utter dismay, recent proposed ' bandh call 'on 26th June 2012   by some organisation coincides with the on-going Range Forest Officer (RFO) examination.

Hence we request the concern organisation to refrain from bandh culture which is against the interest and welfare of the people, and urge them to think for greater cause and adopt other democratic means of protest.

Please don't victimize us. We are innocent. Let us complete our examination on the scheduled date.

Pema asses Ropeway requirements, seeks Army permission for foreign tourists

ITANAGAR, Jun 22: Minister RWD and Tourism Pema Khandu visited the Ropeway from Tawang Monastery to Gyangong Anni Gonpa to assess the requirements for operating the 1.2 km Ropeway.

Representatives of Damodar Ropeway and Infra Ltd. which installed the ropeways and which is the only company available in the eastern India to operate ropeways were also present.

The company expressed its willingness to operate the ropeway subject to availability of dedicated power supply and DG set provisions.  

Pema directed the Officers from Power Electrical Department and PWD present at the site to frame out the requirement of fund within a month to enable obtaining necessary sanctions from the Government.

He was accompanied by Secretary Tourism Sonam Chombey and Deputy Commissioner Tawang Kemo Lollen

The Minister along with Secretary Tourism also visited the Tourist Lodge Tawang.  Pema observed that albeit the Lodge earning revenue to the tune of Rs. 10 Lakh in the last financial year the building and inventories were in dilapidated condition. He directed the Secretary Tourism to earmark adequate fund for carrying out renovation works considering the good inflow of tourists in the lodge.

The Minister also met Commander 190 Mountain Brigade and discussed issues relating to permitting foreign tourists to places of interest near forward locations of Army as is allowed to the domestic tourists in order to attract more foreign tourists in Tawang area.

He also requested the Commander to explore the feasibilities of extending Welfare Schemes of Army particularly in the field of education to the civil population to further strengthen the existing civil- army relation. While welcoming the philanthropic proposals of the Minister, the Commander assured to take up the matter with his higher ups.

 

 

NHPC to build police station

ITANAGAR, Jun 22: The Executive Director, NHPC Limited on June 20 laid the foundation stone for police station at Kolaptukar village of Dollungmukh circle under Lower Subansiri district.

The building to be constructed by Subansiri Lower Project, NHPC Limited would be handed over to Home Ministry on completion.

The foundation laying ceremony took place in the presence of Om Prakash, General Manager, Vivek Dwivedi, Chief Engineer, Subansiri Lower Project, local village leaders, NHPC employees, Arunachal Pradesh police officials and general public, according to an NHPC release.

 

 

BJP's ‘jail bharo’ protest against petrol price hike

ITANAGAR, Jun 22: Joining the nationwide 'Jail bharo' protest by BJP against petrol price hike along with soaring prices of other essential commodities, the Arunachal Pradesh BJP unit has organized a protest rally from Mopin-Solung ground to the Party’s office here this morning.

Hundreds of BJP workers including members of BJYM, BM headed by BJP National Secretary Tapir Gao took out the rally shouting anti-Congress slogans. The traffic movement in NH-52A was severely affected for nearly an hour by burning tyres by the protesters.

Meanwhile, interacting with the media persons, Gao said the party would intensify the agitation throughout the country in the coming days if the Congress-led UPA government fails to bring down the prices of petrol, LPG and other essential commodities immediately.

 

 

Citizens repair road

ITANAGAR, Jun 22: Fed up with bad road condition and frequent road blockade at Lobi colony road, the people of Lobi, Kulla Camp and Panch Ali conducted 4 days mass social service in various block points and bad portions of the road.

The social service which was started on June 19 concluded today. Excavator and road rollers were provided by PWD Capital Division-A and tipper by Urban Development department Itanagar division. The social service was organized by Lobi road maintenance committee (Adhoc).

The residents of colony also contributed money from their own side to buy various materials to be used for the social service.

Because of dilapidated road condition and frequent blockade, the people of colony face many problems.   MLA Tani Loffa and Itanagar City Development Welfare Committee (ICDWC) President Ruhi Tagung and representatives of PWD also joined the social service.

Loffa appealed all those people who owns land along the colony road not to block it while carrying out earth cutting and other activities on their respective land in the interest of the colony dwellers.

The committee welcomed the help extended by Tani Loffa,  Arunachal Pradesh Youth Congress president Tadar Niglar and Zafring Vynia  to make social service a success.

 

 

Watch out for our action: Govt warns bandh callers

ITANAGAR, Jun 22: Expressing serious concern over repeated bandh calls in the state capital despite the Government’s genuine response to various demands raised by the agitating organizations, the Home Department in a meeting with State Police today unanimously resolved to deal with bandh callers with iron hands and the state police has been entrusted to implement the resolution in letter and spirit.

The high level meeting held under the chairmanship of Parliamentary Secretary, Home, Gadam Ete at CM’s Conference Hall here had a threadbare discussion on the prevailing law and order situation, particularly in the capital complex.  

The  meeting was attended by Political Secretary to CM Bamang Tago, DGP Kanwaljeet Deol and top Home department, police and Capital district administration officials.

The members also resented the delay in the conviction process by the judiciary for under-trials arrested for various offences by the police. Admitting the burden on administrative officers, who also act as magistrates, the meeting resolved to urge for appointment of Magistrates exclusively for hearing and disposing cases as fast as possible. The members were unanimous in admitting that two magistrates – one for Itanagar and another for Naharlagun – were needed immediately to tackle cases of under-trials as executive officers of the district administration were burdened with various other responsibilities.

The meeting also resolved to approach the government to formulate a policy that would make mandatory installation of CCTV in all important public premises including offices and hotels. This, the officials believed, would record movement of unscrupulous elements and prove helpful to the police in tracking them out in case of crimes committed.

To control crime within the state capital, the Home department would also propose enhancement of manpower in the police stations of Itanagar and Naharlagun. A proposal in this regard like creation of a ‘flying-squad’ to reach the scene of crime immediately on receipt of report was also mooted.

The meeting ended with a consensus to deal with all elements of law-breakers, including bandh callers, strictly as per law. Political Secretary to CM informed that Chief Minister Nabam Tuki has assured the police of the government’s cooperation in making the capital a crime free zone.

 

 

Nowhere to go, students wait for their results

ITANAGAR, Jun 22:  With the declaration of the All India Senior School Certificate Examination (AISSCE) conducted by Central Board of Secondary Examination (CBSE) on May 28 last, every reputed institution across the state are swarmed with students, strolling merrily seeking admission.

But on the other hand, the declaration of AISSCE results 2012 has stalled the lives of hundreds of students from Tawang to Tirap in the state. For them there is nowhere to go, rather their career are hanging on uncertainty, not because they failed but because their results are still be known or declared, showing N.E (not eligible) in website.

Rana Taku and Naka Techi of Class XII students from Government Higher Secondary School Seppa and Bazarline never ever imagined in their wildest dreams that their result would be shown Not Eligible for improvement in Class X (ten) marksheet.

When this correspondent enquired with the CBSE authority, they cited non-submission of improvement certificates by the students as the reason for displaying Not Eligible.

In fact the CBSE regional office of Guwahati is flooded with students from Arunachal desperately looking for their results, and for many of them it has become routine visit.

The saddest part for the students is when they enquire for their marksheets; the usual answer they get from CBSE regional office staff is that marksheets have been already dispatched to their respective schools.

However despite passage of weeks, it has not yet arrived, neither at school nor at the nearest post office.

If it had dispatched from CBSE regional office, where have the marksheets gone?  No one seems to know the answer.

It is matter of serious concern as lives of many students are on the verge of being ruined due to non-arrival of marksheets. Many of the students have already lodged first information report at their respective police station and published it in local dailies but it has yielded no results.

There are also many cases where for mere correction of spelling, students are suffering. This correspondent came across many cases where students are unable to continue their academic career because their corrected marksheet did not arrive on time. Many also missed the chance to appear in important interview and competitive exams due to slight error in spelling.

With such difficulties being faced by students, it is apparent that demand for CBSE branch office at Itanagar would soon gain momentum.

 

 

Degree College at Daporijo to commence from current academic session

Daporijo, Jun 22: The Degree College at Daporijo would commence from the Academic Session 2011-2012, reports DIPRO.

Addressing a meeting to discuss on commencement of the college at Rijo Conference Hall here today, Power and RD Minister Tanga Byaling stated that there was an urgent need to start the Degree College at Daporijo as the number of students of the district studying outside the district is very high. Further, they have been facing a lot of hardships staying far away from home. With the start of the college the students, who have completed their Higher Secondary education , would get an opportunity to continue their higher education without any problem, he added.

He urged  everyone to maintain an atmosphere that is conducive for teaching and learning. He also stressed on proper maintenance of the college.

 Higher & Technical Education Director Joram Begi informed that the college would be initially started with courses in English, History, Political Science and Economics. He stated that with 298 students passing in Humanities and 197 compartmental candidates in higher secondary level in the district, the college could be expected to start with an expected 400 students approximately. He said that lecturers and staff would be posted immediately for the swift beginning of the college. Begi also called for cooperation of all in making the undertaking a beneficial one for the student community and the public as well.

Deputy Commissioner Tahang Taggu, who chaired the meeting,  reiterated the sentiment of all that the financial assistance of all the 5 MLAs of the district would go a long way in immediate starting and development of the Degree College.

MLA Tapen Siga and APPSC Chairman Dr. Ligu Tacho also spoke on the occasion.

DASU protest rally

ITANAGAR, Jun 22: Dibang Adi Students Union' (DASU) organized a protest rally at Roing today against Deputy Commissioner, Lower Dibang Valley District for her alleged failure to address the demands of the Union.

DASU alleged that the Deputy Commissioner was reluctant to forward the proposal for up-gradation of Dambuk Sub-Divisional Officer Post to Independent Additional Deputy Commissioner post despite repeated appeal by public leaders and the Union.

DASU further said that the district administration had constituted a committee in this regard headed by SDO (Sadar) W. Thinkak, Alen Pertin, EAC, Judicial, Rakesh Tacho, CO, Hunli, Mirpi Tato, ERO last year and accordingly the committee recommended the proposal of SDO, Dambuk and forwarded it to the DC. But the DC rejected the proposal without any logic.

It questioned that, if the committee’s recommendation was to be rejected then what was the need of constituting it for up-gradation of SDO, Dambuk post to Independent ADC Post?

Meanwhile, DASU resolved to launch its 2nd phase of movement from June 27 to 30 adding that  the Union would not compromise until and unless the concern authority give written assurance to address their demand.

DASU said that it will close down all the government offices and establishments during the protest.

However, medical and ambulance, fire brigade, schools, public establishment, markets and State Transport service will be exempted from the purview of its agitation.

 

 

Arunachalee wrestler selected for Asian Championship

ITANAGAR, Jun 22: Upcoming Wrestler Dada Riba has been selected to participate in the Asian Wrestling Championship to be held in Kazakhstan from July 4 to 8, Arunachal Pradesh Wrestling Association vice president Gichik Tang  informed in a release.

Riba, a student of Army Sports Institute (ASI), have so far won a couple of medals in various championship held during 2011-12 within the country. He had won a gold medal in wrestling championship at Kanyakumari during 2011-12 and another gold in 46 kg category in the 31st Boys Free Style Greco Roman championship organized by Himachal Pradesh Wrestling Association in May, 2012, the release said.

While highlighting the recent performance of Arunachalee wrestlers in various events, Tang informed that Anjali Sagro and Maden Hina became the first Arunachalee wrestlers to win medals in North East Games which they recorded in the 28th North East Games held in Mizoram in March 2012.

He further informed that the Association has been running without coach and fund for which it could not extend necessary supports to its players. He appealed to the government to encourage the players and also support them financially so that they can bring more laurel to the state through improved performance.

 

 

DMO rubbishes news item, says malaria control efforts on

ITANAGAR, Jun 22: East Siang District Medical Officer Dr. M. Perme said that his office has carried out many activities under National Vector Borne Disease Control Programme (NVBDCP) for controlling the mortality and morbidity due to malaria in East Siang district despite many difficulties for the last so many years and is almost successful in fulfilling the achievements set by GOI under NVBDCP.

Clarifying a news item published in this daily under the heading “Ruksin CHC barred from anti-malaria drive” on June 21, the DMO said that Anti Malaria Month for the year 2012 is being observed in the district by conducting mass blood slide collection along with IEC and BCC in the pockets where malaria Pf % is more.

Dr. Perme opined that special IEC/ BCC is not required in East Siang for control of malaria since it has been taken as a part of daily routine exercise, yet some additional activities are being carried out in this current month as a part of Anti Malaria Month and it will be continued till the last date.

Long Lasting Insecticide Net (LLIN) were distributed along with IEC and BCC in Ngopok, Kiyit, Borguli and Seram villages under Borguli PHC; Mer Gadum, Namsing and Kongkul villages under Namsing PHC; Old Telam, New Telam, Potte, New Deka, Old Deka, Pam, New Seren and Old Seren villages under Telam PHC and at Nari Village under Nari-CHC. This distributions were organized as per GOI guidelines, Dr. Perme said.

Moreover, due to continuous findings of Pf cases a total of 4548  LLINs were distributed through VHAI in all villages of Ruksin, Bilat, Yagrung, Rani and Sille area prior to Anti Malaria Month.

Blood slide collection (BSC) were also done at villages under BilatPHC, mainly in the Kheti-khuti areas on need based basis. BSC will also be done at Niglok, Ngorlung and Rayang villages under Ruksin-CHC on June 25, 26 & 27 respectively in collaboration with VHAI, Dr. Perme added.

 

 

Orgs not satisfied with clarification

ITANAGAR, Jun 22: The war of words continues regarding creation of transmission, planning and monitoring zone and financial mismanagement  allegedly done by then CE (eastern zone), Power department.

Expressing dissatisfaction over the clarification given by Power Minister Tanga Byaling yesterday,  the Arunachal Righteous Forum (ARF) today said that the new zone of power department was created  though the then power secretary discouraged creation of a zone with posting of CE exclusively for transmission.

While rejecting clarifications on alleged misappropriation of fund by the then CE (P) eastern zone and implementation of RGGVY scheme, Forum further reiterated its demand for impartial enquiry  and suspension of the CE.

All Arunachal Youth Association (AAYA) also termed the clarification of the minister as eye wash. Alleging corrupt practices in power department, the Association said the  power department did not conduct departmental promotion committee since 2001 and more than 52 AE (E) have been promoted to the rank of executive engineers on ad-hoc/officiating basis without maintaining the  50 per cent quota system for APST and non-APST as per APES rules. During 2011-2012, altogether 13 AEs have been promoted on ad-hoc/officiating basis without maintaining the selection procedures under recruitment rules, it added.

Pointing out various financial irregularities  in implementation of schemes/projects under power department , the Association demanded immediate conduct of the DPC to avoid any democratic movement.

 

 

Union rejects DA declaration

ITANAGAR, Jun 22: The All Arunachal Pradesh Border Students’ Union (AAPBSU) has expressed strong resentment over Papum Pare district administration declaring the Union’s 10 points charter demands as unjustified and said that the Union was working only as mediator of the suffering people to place their demands and grievances before the government.

Rejecting Papum Pare Deputy Commissioner’s clarification of issuing land possession certificates to the people residing in border areas, the union claimed that though the residents have applied for LPC, the authority is delaying the process. The union demanded the authority to issue LPC free of cost to all other applicants residing in border areas.

It also rejected the claim of infrastructure development of police out check posts at Taraso, Kakoi and Gumto.

According to the Union no any basic infrastructure has been developed till date in Taraso circle. Only 12 police personnel were deployed during the incident of bike rally by Assam people at Taraso circle. No any quarter for police personnel has been constructed till date, it said. Two police personnel are manning the Gumto police check gate while there is no police in Kakoi, the union claimed and termed the DC and SP’s clarification as mere eyewash to befool people.

Moreover, the demands of the union, which included creation of Border Affairs Department, establishment of 4th IRBn Training Centre cum HQ, including one local senior advocate/government advocate to assist Arunachal standing counsel in Supreme Court and immediate relocation of Likabali check gate from the existing place to actual boundary between Assam and Arunachal, immediate implementation of Home Guard Training to the local people of border areas, issue of arms licences with reasonable rate to the local people of border areas, boundary demarcation between Assam and Arunachal Pradesh and  immediate declaration of the proposed Lower Siang district cannot be termed as unjustified, it said.

The union said that it had no any ill intention to harras people by calling bandh. “But we are compelled to do so due to govt’s numb and inattentive attitude towards our genuine demands,” the union said and threatened to launch rigorious movement if the demands are not met.
