Forum alleges
ITANAGAR, Jun 22: The Ziro-
The forum alleged that the division has made payment to some 184 contractors, majority of whom received bill amount without any work depriving the genuine contractors who had completed the construction works of road from Job to Silsengo, Mengio to Yazali, 20 km BRTF road to Tayo village.
“Now the Executive Engineer and his junior staff are voluntarily seeking transfer from the Yazali Division to avoid public pressure,” the Forum said and demanded the authorities concerned not to grant their transfer plea before conducting a thorough investigation into the alleged fund mismanagement within a month.
Failing to take action against the erring officers/officials after investigation would compel the Forum to launch democratic movement in the form of hunger strike, bandh call, the release threatened.
DPO visits border villages
Seppa, Jun 22: Vijay Sonam, DPO Seppa visited Chayang Tajo, Tamak Sulung and Laching Bagang and inspected the projects being implemented under SPA, NEC, BADP etc. from June 17 to 19.

Ering inspects developmental works
PASIGHAT, Jun 22: Member of Parliament Ninong Ering along with former minister Lombo Tayeng and ADC Oti Dai visited Mer, Gadum and Namsing villages yesterday and inspected the developmental schemes undertaken by the departments.

ITANAGAR, Jun 22: In a partial rectification to yesterday’s news item “AdiSU demands proper RR policy for hydro project affected people” AdiSU today said that it appealed to the chief minister for scraping of 2700mw Lower Siang Hydro Project and called for suspension of all the HEPs till the demands of AdiSu are incorporated into the MoUs and MoAs of all the HEPs in Siang basin.
AdiSU is not anti development or anti dam but when majority of the people likely to be affected by such proposed HEPs are against building of dams in the area, the AdiSU shall support such democratic movement, it added.
Union gets support
ITANAGAR, Jun 22: District Border Students’ Union (DBSU) of various districts of Arunachal Pradesh have come out in support of the 24 hrs state wide bandh call from June 26 by All Arunachal Pradesh Border Students’ Union (AAPBSU).
The Union is calling a bandh to press for their ten point demands which include stepping up of security along the border.

Association seeks action against miscreants

Appeal to defer bandh call
ITANAGAR, Jun 22: The organizing committee of Gora Tamar Memorial Football Tournament and All Arunachal Pradesh Football Players’ Association (APFPA) have appealed to the June 26 bandh callers to defer the proposed bandh call for smooth conduct of the state level tournament.
The organizing committee would be left with no other options than to postpone the tournament, if the bandh call is not deferred as the bandh coincided with the opening ceremony of the tournament on June 26. Further, the bandh would cause great inconvenience to over 600 football players who would be arriving here from different parts of the state on that day to participate in the tournament, APFPA general secretary Kipa Ajay said.
The first ever state level club football championship is scheduled to begin at Rajiv Gandhi stadium, Naharlagun from June 26. So far, 24 teams from various districts have confirmed their participation, Kipa added.
DA declares bandh as illegal

DC eases payment of govt revenue
ITANAGAR, June 22: In order to mitigate the inconvenience of revenue payers, the Deputy Commissioner, Papum Pare district Pige Ligu directed the link banks for government transactions the State Bank of India, Naharlagun and Itanagar branches to accept payment of government revenue against prescribed challan duly signed by the concerned departmental officers directly without intervention of the concerned treasury officers with immediate effect.
Ligu further said that the banks shall be provided with specimen signatures of the concerned departmental officers so as to enable them to ensure authenticity of the signature.
The treasury challan without signature of any departmental officers shall continue to be routed through the treasury office and in case of any doubt, the matter may be referred to the concerned treasury officer for clarification, he added.

Govt introduces innovative scheme to identify meritorious students
Naharlagun, Jun 22: The State Government has introduced an innovative scheme to improve the quality of education in the state through State Merit scholarship examination to be conducted by the Directorate of Secondary Education every year. The Government through this examination would identify the meritorious Arunachal Scheduled Tribe students and award financial incentive in the form of scholarship for better pursuance of quality education.
The students of Govt. or Govt. aided/unaided private schools, who have secured 60% marks in aggregate or above in their class 8th examination and reading in class IX, are eligible to sit in this year’s examination. The last date for submission of application form for this year’s examination is 10th September 2012. Make use of the central NRHM fund
Dear Editor,
I write this letter to draw the attention of the chief minister of Arunachal Pradesh as the matters needs urgent attention because you are heading the popular government known as people friendly government and employment opportunity of doctors in Arunachal Pradesh are being snatched away by government itself.
There are 68 medical officer posts lying vacant in National Rural Health Mission(
NRHM), since February 2012 and funds for salary of said post are continuously coming
from centre and for the year 2012-
All these months, we the unemployed doctors have been blaming the mission director NRHM for not recruiting doctors in NRHM for no fault of theirs. Now the question is, why the government has stopped the recruitment of doctors in NRHM where as fund for above mention posts is provided by the central government.
NRHM not only provides employment but also provides service to the people of remotest areas of state.
There are more than 100 allopathic doctors, more than 60 AYUSH doctors and more than 40 dental surgeons who are unemployed.
Is the government going to provide employment to these highly educated doctors and their ever growing number in the state service? If not why the people friendly government has stopped the recruitment of doctors in these centrally assisted scheme also ?
I ,on behalf of unemployed doctor, would like to request the Chief Minister and Health Minister to take up urgent steps in revoking the order which has not only hurt the sentiment of unemployed doctors but also has gone beyond the logic of human being.

The members of the Apatani Career Guidance Forum (ACGF) are delighted with the decision to start the functioning of the proposed Indira Gandhi Technical and Medical Science University at Ziro which would be inaugurated by Chief Minister Nabam Tuki on July 6 coinciding with the Dree festival of the Apatani. It is hoped the university under private public partnership will help the students pursue higher studies in medical and technical subjects in their own state. Dear Editor,
I would like to write something about bandh call. Many qualified and well known readers have criticized bandh call.
They consider that bandh calls are not the way to solve any problem or issue. But, the thing is without any such agitation the govt doesn’t pay attention towards public interest.
When PPWC called its 3rd phase 72 hrs Pasighat bandh, the local MLA and concern department has started taking a step to solve Pasighat power crisis by appointing high powered committee within 3 months.
Were they waiting of such agitation?
I am not in favour of encouraging such bandh call which is baseless but I think present situation of Pasighat is best example to show why Bandh call is important.

Day before yesterday the result for written examination of J.E (P.W.D) was declared. Why it has taken near about a year to declare the result and if the department has declared the result why it is not made public through all the top leading newspapers of Arunachal Pradesh?
Why only the roll numbers of the candidates are displayed on the notice board instead of full names?
Numbers of advertised vacancy were only ten each for handicap and general Quota.
Now my question is how many of them will be recruited for vacant posts? If you had 24 posts why didn't you advertise for that number of posts?

Pema asses Ropeway requirements, seeks Army permission for foreign tourists

ITANAGAR, Jun 22: Minister RWD and Tourism Pema Khandu visited the Ropeway from Tawang Monastery to Gyangong Anni Gonpa to assess the requirements for operating the 1.2 km Ropeway.
Representatives of Damodar Ropeway and Infra Ltd. which installed the ropeways and which is the only company available in the eastern India to operate ropeways were also present.
The company expressed its willingness to operate the ropeway subject to availability of dedicated power supply and DG set provisions.
Pema directed the Officers from Power Electrical Department and PWD present at the site to frame out the requirement of fund within a month to enable obtaining necessary sanctions from the Government.
He was accompanied by Secretary Tourism Sonam Chombey and Deputy Commissioner Tawang Kemo Lollen
The Minister along with Secretary Tourism also visited the Tourist Lodge Tawang. Pema observed that albeit the Lodge earning revenue to the tune of Rs. 10 Lakh in the last financial year the building and inventories were in dilapidated condition. He directed the Secretary Tourism to earmark adequate fund for carrying out renovation works considering the good inflow of tourists in the lodge.
The Minister also met Commander 190 Mountain Brigade and discussed issues relating to permitting foreign tourists to places of interest near forward locations of Army as is allowed to the domestic tourists in order to attract more foreign tourists in Tawang area.

ITANAGAR, Jun 22: With the declaration of the All India Senior School Certificate Examination (AISSCE) conducted by Central Board of Secondary Examination (CBSE) on May 28 last, every reputed institution across the state are swarmed with students, strolling merrily seeking admission.
But on the other hand, the declaration of AISSCE results 2012 has stalled the lives of hundreds of students from Tawang to Tirap in the state. For them there is nowhere to go, rather their career are hanging on uncertainty, not because they failed but because their results are still be known or declared, showing N.E (not eligible) in website.

Degree College at Daporijo to commence from current academic session
Daporijo, Jun 22: The Degree College at Daporijo would commence from the Academic

Addressing a meeting to discuss on commencement of the college at Rijo Conference Hall here today, Power and RD Minister Tanga Byaling stated that there was an urgent need to start the Degree College at Daporijo as the number of students of the district studying outside the district is very high. Further, they have been facing a lot of hardships staying far away from home. With the start of the college the students, who have completed their Higher Secondary education , would get an opportunity to continue their higher education without any problem, he added.
He urged everyone to maintain an atmosphere that is conducive for teaching and learning. He also stressed on proper maintenance of the college.
Higher & Technical Education Director Joram Begi informed that the college would be initially started with courses in English, History, Political Science and Economics. He stated that with 298 students passing in Humanities and 197 compartmental candidates in higher secondary level in the district, the college could be expected to start with an expected 400 students approximately. He said that lecturers and staff would be posted immediately for the swift beginning of the college. Begi also called for cooperation of all in making the undertaking a beneficial one for the student community and the public as well.

Arunachalee wrestler selected for Asian Championship

While highlighting the recent performance of Arunachalee wrestlers in various events, Tang informed that Anjali Sagro and Maden Hina became the first Arunachalee wrestlers to win medals in North East Games which they recorded in the 28th North East Games held in Mizoram in March 2012.
He further informed that the Association has been running without coach and fund for which it could not extend necessary supports to its players. Orgs not satisfied with clarification
ITANAGAR, Jun 22: The war of words continues regarding creation of transmission, planning and monitoring zone and financial mismanagement allegedly done by then CE (eastern zone), Power department.
Expressing dissatisfaction over the clarification given by Power Minister Tanga Byaling yesterday, the Arunachal Righteous Forum (ARF) today said that the new zone of power department was created though the then power secretary discouraged creation of a zone with posting of CE exclusively for transmission.
While rejecting clarifications on alleged misappropriation of fund by the then CE (P) eastern zone and implementation of RGGVY scheme, Forum further reiterated its demand for impartial enquiry and suspension of the CE.

ITANAGAR, Jun 22: The All Arunachal Pradesh Border Students’ Union (AAPBSU) has expressed strong resentment over Papum Pare district administration declaring the Union’s 10 points charter demands as unjustified and said that the Union was working only as mediator of the suffering people to place their demands and grievances before the government.
Rejecting Papum Pare Deputy Commissioner’s clarification of issuing land possession certificates to the people residing in border areas, the union claimed that though the residents have applied for LPC, the authority is delaying the process. The union demanded the authority to issue LPC free of cost to all other applicants residing in border areas.
It also rejected the claim of infrastructure development of police out check posts at Taraso, Kakoi and Gumto.
According to the Union no any basic infrastructure has been developed till date in Taraso circle. Only 12 police personnel were deployed during the incident of bike rally by Assam people at Taraso circle. No any quarter for police personnel has been constructed till date, it said. Two police personnel are manning the Gumto police check gate while there is no police in Kakoi, the union claimed and termed the DC and SP’s clarification as mere eyewash to befool people.
Moreover, the demands of the union, which included creation of Border Affairs Department, establishment of 4th IRBn Training Centre cum HQ, including one local senior advocate/government advocate to assist Arunachal standing counsel in Supreme Court and immediate relocation of Likabali check gate from the existing place to actual boundary between Assam and Arunachal, immediate implementation of Home Guard Training to the local people of border areas, issue of arms licences with reasonable rate to the local people of border areas, boundary demarcation between Assam and Arunachal Pradesh and immediate declaration of the proposed Lower Siang district cannot be termed as unjustified, it said.
The union said that it had no any ill intention to harras people by calling bandh. “But we are compelled to do so due to govt’s numb and inattentive attitude towards our genuine demands,” the union said and threatened to launch rigorious movement if the demands are not met.
